Community Living Assistance Services and Supports Program (CLASS Program) is a voluntary, consumer-funded, long-term care insurance program established by the Patient Protection and Affordable Care Act (PPACA). The primary objective of the CLASS Program was to issue alternative options for disabled people and who require assistance for activities of daily living, in order to make them live with maximum independence possible. It became effective on 1 January 2011 but the implementation of the act got suspended on Oct. 14, 2011, due to doubts about fiscal sustainability and affordability. The actuaries analyzed that the CLASS act was poorly designed and may cause an excess of unhealthy and disabled individuals in the risk pool. The selection problem will lead to problems like spiralling premium increases for enrollees or a taxpayer-financed bailout. The CLASS must be either revamped or repealed as per the deficit commission appointed by President Barack Obama. An alternative enrollment process must be developed for self-employed individuals or whose employers do not participate in CLASS as per the recommendations of the Secretary of Health and Human Services (HHS). The HHS found that the CLASS Program is not able to meet three important criteria: (1) be self-sustaining; (2) remain financially sound for 75 years, and (3) be affordable to consumers and they also stated that the CLASS Program would only be implemented again if it meets all criteria
The CLASS was aimed to give working individuals an option for paying for certain long-term care services. This will aid the disabled individuals to maintain as much independence as possible, along with institutional care when needed. The CLASS program includes benefits like cash benefits, advocacy services and advice and assistance counselling. It can be used to buy non-medical and support services essential to maintain independence at home or in a residential care setting. As it is a stand-alone program decision to suspend its implementation does not affect other parts of the health care reform law.
