It is optical encoder which is used to measure rpm of shaft. On the shaft, we place two material A and B which is transparent material.,and we place or blaster on one side of shaft and receiver in other side. When shaft move, as A material is coming in way of ir radiations, it allows to pass and receiver receives the light and hence output is 1 .same case happen with B. As in given example, pulse of A is coming every 20 ms so rps=1sec/20ms=50rps.i hope you understand the concept:)
