Everyone who lives in that certain environment has the responsibility for adressing the issues of that particular environment. Reason for this is pretty simple, if the issues are not taken care of by them and lead to some kind of damage to the environment it would in turn impact the people living in that environment.
Having correct ethics means doing the right thing, in the right way and at the right time, irrespective of the impact it may have on someone as an individual or a collective. Hence, if we claim to be ethical, we have to respond to the environmental issues and ensure that they are taken care of in a manner that does not impact the environment negatively.
We can define certain steps that need to be taken to ensure that the environmental issues are taken care of and then performing these steps can be defined as the correct ethical way to support our environment.
