1. Literacy is connsidered as One of the most essential qualities in a person's life. A person should always get liiteracy to a certain level. Low literacy can affect a person's life in many ways. These can be discussed below:

Unemployment:

The most disgracing problem associated to illiteracy is unemployment. It is seen from study that unemployment rate for the school standard passed individuals is about 3 times higher than those with a bachelor degree. Unemployment directly affect standard of living of a person.

Lower income and lower job quality:

Those who gets a job inspite of not being sufficiently educated must receive a low amount of income in comparison with the individuals with higher education. The quality of jobs offerd to them is also substandard.

Low self esteem and precarious financial position:

Illeteracy can lead to low self esteem to an idividual. A low amount of literacy leads to low income and low standard of living. This precarious financial position and lack of a person.

Little value of education transmitted to the future generation:

If a person is not duely literate, he may not be able to understand the necessity of having a good education. The person may not be financially capable to make his children literate. Hence the curse of illeteracy may transmit from one geration to next generation in this way. This can introduce a vicious cycle of illeteracy, low income and low standard of livinng..

Evil effect on health and society:

Illeterate workers are more prone to meet with accidents in their workplace as they are not able to grab the information like cautions. Even after getting ill they may take huge time to recover because of ignorance of health facilities and lack of information about the medicine.

On the other hand illiteracy may raise number of crimes in the society. People who are illiiterate, are prone to get unemployed very often and they lead a very low standard of living this may lead them to commmit crime. The persons who doesn't possess fundamental education, donot have ability to distinguise between right and wrong. Hence they are prone to go to the wrong way.

2. Government shold take the leading role mitigate the issue of low literacy. Government may take many ways to reduce the issue of low literacy. Those are discussed below:

  • The first and foremost step government can take to promote literacy is to provide free education upto a certain standard. The most prevalent cause of illiteracy is lower standard of livinf and lack of financial ability. A free education can help the financially backward families to think about sending their children to schools.Government can raise the ratio of populatio with level 3 literate skills.
  • Govenment can provide robust curricullum framework nad promote flexible schedules. Despite the prevalance of free education, many children cannot attend school as they need to help their family in earning. So providing a robust curricullum and flexible schedule of classes may help them to join school and take basic education
  • Government may take different policies to increase the school attending ratio. Government can promote schemes like midday meal (providing free meal to the students), free books etc. This may help in increasing the school attending ratio.
  • Government can recognize the NGOs and other organizations which are trying to rech to the underprivileged people and spreading education to them. Government can help the organizations by [providing support and facilities to them. This way government can reach to the most number of people.
  • One way to promote education is to provide quintessential skills and proffesional knowledge to the individual. For this gon=vernment can promote vocational training program in unemployed pool of citizens. This may help them to learn and get employment easily.
  • One important aspect to promote literacy is to make backward people aware of the important of education in life. When people gets aware of necessity of having education, they tend to send their children to schools. government should arrange different programs to spread the awareness. This can increase number of school goers and also decrease the number of early dropout from schools.
  • Government can develop financial and proffesional systems to make community based organizations able to plan for the medium term and to design different programs which are responsive to local needs.
  • Government can introduce a student multiplier to permit effective program management and should continue to improve the program design.
