a. This is most probably because older people use more health care services and when they use it they come along with some aspect of the health care system which doesn't match up with their needs their get disappointed and constantly ask for the change in the service that didn't meet their needs.

b. Consider this as a generation gap. When a teenager sees some healthcare service which has been enacted years back, they see it as some old service which should be moderated or upgraded and it still works the old way, which they know should not work that way they feel less confident.

c. Let's be honest health care systems and government services pay more attention to females because they feel that women have been lacking in the benefits from the government and they want to make them feel confident about their country and services and that's why they feel confident.
