1. Use arrays, classes and structures to read the data into array of objects

Class definition:

class FuelCosts{

string Country;

int costs[14];

}

2. Store the fuel types in a separate array

string FuelTypes[14];

You can use dynamic arrays as well, in case the fuel types are not fixed.
