ANSWER: In the developing countries such as India, government spending on education is not as high as in developed countries; as a result they can't reap the benefits from high investments in health and education which will reap higher future incomes. This generates a virtuous circle of development, wherein less human development contributes to economic decline, leading to further deterioration in human development. Thus it is important that India focus on more, increasing education instead of improving infrastructure. Moreover, providing infrastructure alone to students does not automatically improve the quality of education and learning effectiveness, thus the focus should be on improving the quality of education.
