a) yes, it is possible for a point on the disk to have no tangential acceleration. This happens when the angular acceleration of thhe disk will be zero, I.e. when disk moves with constant angular velocity. In that case any point on the disk will only experience centripetal acceleration.

c) only for one moment when the angular velocity of disk is zero and angular acceleration of the disk is nonzero, every point on the disk will only experience the tangential acceleration, and centripetal acceleration at that moment will be zero.
