The president Hoover believe that it will be better if people will back to work rather than direct relief. The Hoover believe that the people are responsible for their own activity. But president Roosevelt believe that direct benifit will be more acceptable to economical weaker sections. Hoover believe the "rugged individualism" Idea and also believe that the people will be more dependency by direct government assistance.
