A) The compound 4   3 2     1

  CH_{3}CH_{2}CH(OCH_{3})CH_{3}

The IUPAC name of the compound is 2-methoxybutane . [A methoxy group is present at the C-2 carbon and since this is a 4 Carbon compount .Therefore , the name of the compound is 2-methoxybutane .]

B) The compound   

  CH_{3}CH(CH_{3})-OH

The common name of the compound is isopropyl alcohol .

C) The Octet rule refers to  the observation that elements tends to bond in such a way that each atom has 8 electrons in its valence shell , giving it the same electronic configuration as a noble gas .The structures with the most number of full octets are the most significant resonance contributor .For example :

Notice that the C has 6 e- (in the minor contributor ) .This resonance contributor is likely to be minor contributor as the Octet of C  (in the minor contributor)is incomplete while the octet of C (in the major contributor ) is complete along with the duplet of Hydrogen atoms .Since the atoms tend to bond in such a way that each atoms has nearest noble gas configuration(Octets , 8e- for most atoms in their valence shell ) therefore the first structure which has incomplete Octet of C is a minor contributor .
