a) boiling point order   :    H2O > H2Te > H2Se > H2S

water is in liquid state and others are in gaseous state so that water has higher boiling point.

   water has hydrogen bond so that it has higher boiling point . remaining all are having dipole -dipole forces so those have lower boiling point

b) in fact we thought the boiling points order should be H2O > H2S > H2Se > H2Te. but due to hydrogen bond in water it has exceptionally higher boiling point and H2Te has next boiling point due to higher atomic size larger the atomic size will be more dispersion forces exist so higher boiling points for H2Te after H2O
