Draw the above figure is very easy in solid works; below is the step wise procedure., If you follow the below steps you can easily get the figure done..

1. Open solid works and go to part module. Select the front plane and click sketch.

2. Use rectangle command or line command and draw the a square of size 3 x 3. Click exit sketch.

3. Now click on the extrude (available in feature) and extrude the square to a thickness of 0.25 (you will get the bottom/base of the model).

4. Now click on the front surface of the base (the biggest area) and again click sketch. (this will make the surface to act as plane like you have selected the front plane in step 1)

5. Now draw the inner square (along with the radius) and the outer curves as shown in the below drawing.

The dimensions can be taken from the drawing. Use commands like line, arc, circle, trim options to draw this (only these options are enough) (only you need to manupilate with the dimensions, that's it).

6. After drawing, click exit skech and again use the extrude command. Extrude this sketch (sketch 2) to a thickness of 0.125

7. Now for making the hole, you can use the hole feature itself (this will create the hole automatically, only you have to give the coordinates) or you can also draw the circle in another part (part 3) and can use the extrude cut option (this will remove the material). That's it you can get this design done..
