It means the ohm meter is functioning properly. The ohm meter measures the resistance by passing current through the resistor. The current is passed by the battery which is present in the ohm meter. When you touch the two leads together there is no resistance between the two leads then the ohm meter shows zero resistance because of short path between two leads.
