(a) ∆U(a) = Mg∆y

(b) If the displacement of elevator is ∆y, then the displacement of the counterweight of inertia m is -∆y.

So, ∆U(b) = ∆UM + ∆Um = Mg∆y + mg(-∆y) = (M - m)g∆y
