2Cl-(aq) --> Cl2(g)

now, balance charges

2Cl-(aq) --> Cl2 + 2e-(aq)

Cl goes from -1 to 0

therefore, it loses 2 electrons, meaning that it is oxidized

therefore, if it oxidizes then it must be acting as a reducing agent
