By IR spectroscopy: it is given by those compounds have net dipole moment change. Hence trans isomers won't detected by IR since thrit dipole moment is zero. While cis isomers can be detected.

By HNMR spectroscopy: Trans isomers have larger coupling coconsta value than cis isomer.
