The speed of blood flow from sternum to finger tip is depend upon the reference point of right atrium which makes 180 degree angle between sternum and hand whcih is known as heart level.Incase of relaxed arm condition, the angle between sternum to hand tip forms 180 degree which is unaffected by gravity force and flow of the blood would be higher .

When the arm is in upright position, it makes 90 degree angle between fingertip and sternum and gravitational force applying downward and prevents high speed of the blood flow towards fingertip from the right atrium.
