C) it permits changes in radius due to internal controls.

The walls of large artery like aorta function as seconday pump, which happens when heart, which is considered as primary pump does not pump blood into arteries. This property is due to compliance of aorta.Aorta has greater compliance because it contains more of elastin fibers, because of this aorta is able to stretch.

If a vessel stretches than there will change in radius of the vessel.
