Standard temperature is 15 C at sea level. It decreases 20C per 1,000 ft above sea level, At 1,000', ISA temperature = +15 -2 = + 13

so

at 12,000'  pressure height, ISA temperature = +15 -2*12 = - 9

at 4,500' pressure height, ISA temperature = +15 -2 *4.5= + 6

at 24,000' pressure height, ISA temperature = +15 -2*24= - 33
