Yes, the level that a manager holds within the hierarchy determines their level of control of costs.

A manager can belong to top, middle and low level tiers. Usually the low level managers are managers who perform the task of team leaders, supervisors etc. The low level managers take direct orders from middle level managers and hence have little control over the costs. On the other hand middle level managers are responsible for implementing policies, decisions and strategies and hence are more able to control the costs. Top level managers are CEOs, board members and directors, presidents and vice presidents. They are vision-makers who decide the direction that a company will take and hence they have substantial control over the costs.
