The Energy always get transformed between KE (Kinetic Energy) and PE (Potential Energy). The Law of Conservation of Energy states that Energy can neither be created nor be destroyed, it can only be converted from one form to another.
Answer 30 - At the bottom of the hill the PE would be zero and KE would be maximum. This is because if we take the reference at the bottom of the hill, the height at that point would be zero and hence PE=0 (since PE=mgh).
Answer 31 - When the roller coster starts to move up the hill from the bottom, the kinetic energy slowly starts converting to Potential energy. The KE decreases due to negative acceleration while moving up the hill and the PE due to increasing height from the reference level up the hill.
