Why are personnel controls an important part of security policies/procedures? Why not just trust technology?

Security of data is very much important and major requiremnet for successful data governance .because even if data is collected and handled with care ,but if there is no control over access of data ,it can be stolen , manipulated or deleted..unauthorized users like hackers or false users can try to steal important data of companies , banks ,individuals and can harm their system/ organization .hence along with consistency ,better planing ,Optimizing staff effectiveness,checking regular performance , feedbacks from customers , checking on data during transactions ( eg. in case of banks ) maintaing high security is most important requiremnet .

it can be implemented at SF state University at two levels

• physical level : where devices such as computers etc which contains essential information are kept . access to those rooms be limited .only authorized users be allowed to enter in it .that can be done by using specific passwords , userame or by biometric security systems installation (thumb impression machines )
• System level : operating systems should be capable enough to handle such security issues .or instalation of various programs like firewall etc should be done .

we just cant trust technology fully because it can fail in case of any attack by hackers or unauthorized users .hence personal control is important part of security policy .this can be well understood by examples like :

in case a university loose all its data because of virus or attack on device by any malicious program or hacker .then it will loose its whole data then it will be very much problamatic to do normal working . hence hardware records / personal control over documents helps in those situations .and helps to maintain the decorum / working of organization .
