The formula you have applied there is absolutely correct. But instead of "\rho" use "\rhow" ( because it is water ), he asked to express in terms of b,h,\omega,V,R and water density \rhow.

Power =Force ×velocity.

i.e Force supplied to wheel by the water multiplied by the Velocity through which wheel is moving.

P= \rhowbhV×(V-R \omega)×R \omega
