The statement is false. Because ClO2- is stronger base than ClO4-.

Since oxygen atoms are more electronegative than chlorine atoms, they pulls electron density from chlorine atom. Hence electron density on chlorine atom decreases and it try to take a proton strongly. The above said point will occur when less no of oxygen atoms are attached with chlorine. If higher no of oxygen atoms are attached to chlorine then basicity of chlorine atom will reduce.
