The base peak in the mass spectrum is the peak with highest intensity. In the given mass spectrum, m/z = 16 is the most intense peak and is, thus, the base peak. The intensity of other peaks in the mass spectrum is determined by giving the value of 100 to the base peak and all other peaks are then compared with base peak on a scale of 0-100 with 100 for base peak and any value lesser than 100 to other peaks. So, the relative height of the all peaks with respect to base peak determines their intensity.
