in (a) , First amide , i.e. unsubstituted amide (1°) will be most soluble among all because it has most (2) hydrogen atoms to donate and form hydrogen bonding.

in (b) , Second amide ,will be most soluble, because , First point is , it has less mass than first amide so it is more soluble than 1° amide.

also,it has one additional hydrogen with N ,in comparison of 3° amide ,which makes it more soluble.
