Yes TO1 and TO2 would be more energetically favorable in an ETC as terminal acceptor.

Electron acceptor accept the electron from the terminal end and reduce itm self. The reduction potential figure out the better electron acceptor. Those which have higher reduction potential can favourable to accept electron easily ,the oxidized form is a better elctron acceptor. The nitrate has higher reduction potential so it is better to be used as a electron acceptor.
