Answer: Because the (+) of RNA in their genome cannot function as mRNA .

Generally positive sense (+) RNA strand is a single strand RNA that can function directly as mRNA and transcribed to DNA.

Double stranded RNA virus does not contain enzymes to transcribe mRNA from RNA template so they carry their own RdRp ( RNA dependent RNA polymerase ) in their viral capsid.
