Net reproductive rate (R) is a measure of number of female offsprings born to a female in her lifetime. If the value is 1, then the population is said to be stable. If it's value is more than 1, then the population is said to be growing. However, if value of R is less than 1, then the population is said to be shrinking.

Here, R = 0.23.

Thus, R<1, and hence population would shrink.

Correct choice should be:

(b) Shrinking.
