how would the rates of exocytosis and pinocytosis differ between cells that aren't dividing and cells that are constantly dividing ?

When cells are dividing then there will be less exocytosis and pinocytosis BECAUSE cells are doing something else .

Another important cues is that Cells membrane components which are lipid will be less and that is Very important for exocytosis.

When cells are not dividing then there is huge number of lipid particle which can form vesicle and the rate of exocytosis can be more.
