Explanation-

Since the parents are phenotypically unaffected,in case of B. Male T(14;21) and T(14;21) – Female 14,14,21,21 there is no normal chromosome in the male parent to hide the impact of translocation while in case of all the other combinations or options each parent (male and female) have at least one normal chromosome copy of each chromosome 14 and 21 to compensate the impact of translocation and thus make them phenotypically unaffected but in case of B. male have only translocated chromosomes which makes it both genotypically and phenotypically affected one and must show the down syndrome phenotype. As it is given in the question that phenotypically unaffected parents are the one that produce children with familial Down syndrome. Thus. option B cannot be the genotype pairing of the parents.
