An EOI may be floated with suggestions and proposed solutions. This will help in evaluation of things from multiple technology perspectives. The respective technology partners will have views on what technologies integrate best with their technology. Finally the resources with the optimal solution at the budget cost can be selected and the design can be developed jointly
