If we try to understand what the ratio mean we will get that the ratio indicates the coordinations number of the metal actually. Phenanthrin is a bidentate ligand, so if the ratio is 2 it means two phenanthirn units are connected to one Fe metal indicating that Fe is tetrahedrally coordinated.

Similarly when this ratio is 3, the coordination number becomes 6. But when the number is 2.7 or 3.2 the coordination number of metal becomes 5.4 or 6.4 respectively.

Coordination number can not be a fraction at all because metal ligand bond number is interfering which can not be fraction. So it is not possible to have fractional ratios of the given entity.
