PCl3 have trigonal pyramidal type geometry with 0.9 D dipole moment so molecule is polar and bond between P-Cl is also polar.

NCl3 have trigonal pyramidal type geometry with 0.6 D dipole moment so molecule is polar and bond between N-Cl is also polar.

CO2 have linear geometry with zero dipole moment so molecule is non polar but bond between C-O is polar.

Option-C is correct.
