(A) we have to test whether the standard deviation is equal to 10 or not. So, it is a two tailed hypothesis

H_o: \sigma = 10 \\ H_a: \sigma \ne 10

(B) level of significance is 0.05

(C) it is given that sample standard deviation(s) is 10.3 with sample size n=40 and population standard deviation(sigma) is 10

formula for test statistic is

test statistic

n-1) * s2)/σ ((40 10.32)/102 4137.51/100 41.3751

(D) degree of freedom = n-1 = 40-1 = 39 and we have test statistic = 41.3751

using chi square distribution table with df(39) and test statistic 41.3751,we get

p value = 0.3674

p value is more than the significance level of 0.05, result is insignificant

(E) p value is insignificant, do no reject null hypothesis.
