The transcription in eukaryotes is initiated by transcription factors recognizing the promoter and transcription binding proteinsand RNA polymerase II bind at promoter forming preinitiation complex. So, the sequence of steps in eukaryotic transcription as follows:

The transcription factor TFIID binds to the promoter TATA box on DNA

The transcription factor TFIID recruits the RNA polymerase to bind at the promoter

The RNA polymerase contains C - terminal domain (CTD). It is phosphorylated to initiate the RNA synthesis.

Finally, the RNA polymerase begins trancription.

So, the order of events are given numbers like 1,2, 3 and 4.
