Solution :

1) For the given reaction, the balanced equation will be written as,

2HI (aq) + K2CO3(aq) =  2KI(aq) + H2O (l)  + CO2(aq)

Complete ionic equation will be :

2H+(aq) + 2I-(aq + 2K+(aq) + (CO3)^2-(aq) == 2K+(aq) + 2I-(aq) + H2O(l) + CO2(g)

Net ionic equation will be :

2H+ (aq) + CO3^2- (aq) ==  H2O(l) + CO2(g)

2) The neutralization reaction between NaOH and H2SO4 can be written as,

2NaOH + H2SO4 == Na2SO4 + 2H2O

Thus, 1 mol of H2SO4 required 2 mol of NaOH.

According to molarity equation,

M1 V1= 2 M2V2

0.0134 M x 23.9 mL = 2 M2 x 31.5 mL

M2 = 0.0051 M
