Generally,

Baking soda contains 100% sodium bicarbonate (NaHCO3), where as baking powder contains 75%o of sodium bicarbonate (NaHCO3).

The reaction between solids (Baking soda and Vinegar) is as follows:

Vinegar contains acetic acid, so the reaction can be written as,

NaHCO3 (aq) + CH3COOH (aq) ----> CO2 (g) + H2O (l) + CH3COONa (aq)

When the baking soda react with vinegar (acetic acid) it gives CO2, water vapor and CH3COONa.
