In this case I'd just tell Jack that if he asks he's not getting promoted. Without asking him, I would not want to carry him frustration and stress on my own, because I don't want to put more friction between us. Nevertheless, if he should inquire if new tasks have been made, I will advise him to talk to the project management director instead of me because it wasn't my fault that he wasn't promoted and I don't want to be in the middle of the fight. At the end when Jack finds out he didn't get the video, I'd be there to console him and give him emotional support and tell him there will be chances for him to improve in the future.
