It is definitely important to have the participation and opinion of the  Executive Director / Chairman / Managing Director while preparing the plan for this. The three main arguments are as below-

The involvement of the  Executive Director / Chairman / Managing Director plays a very important role in the planning of the crisis management as these individuals can provide the valuable insight in the prevention of the crisis and effectively mitigating it

Being the leaders of the organizations,  Executive Director / Chairman / Managing Director play a major role in the promotion of the environment and culture in the organization to have the better and effective crisis management policies As these people are the leaders, so without their involvement, thee other employees will not follow the crisis management initiatives

These people help in developing a good reputation among the public and this will help in the resiliency of the organization. The reputation is created with the help of corporate values, a culture that is mainly promoted and maintained by the top executives. So they must have the involvement in the planning
