Because momentum of an object is defined as the product of its mass and velocity:

p = mv

A truck has smaller velocity but huge mass as compared to a bullet which has huge velocity but very small mass. Since the momentum depends upon the product of mass and velocity of an object, even a very small mass object can have momentum equal to that of a very big object , provided its velocity is huge.
