1. Station GGW is experiencing surface based inversion. As we can see from the graph of this station, the red curve at the lowermost level have reduced and is constantly reducing. This points to surface based inversion

2. Station IAD is experiencing rain . This is because the sharp fall of the red curve indicates formation of clouds which results in rain

3. According to me it is around 350 hpa. where there is a increase in temperature

4. At about 500 hpa there is a cloud leevl
