Answer is B.Only if the cost is less than the budget amount.

Only B is True.1st we have a plan of preparation budget for Revenues & ecpenses for a particular period.After period end we have actuals of revenues & expenses.Then we can compare the actuals with budegets & identify whether they are within budgets or exceeds the budegets.If actual expenses(cost) exceeds the budgeted expenses(costs) for given capacity & period then it results in costs are high.If actual expenses(cost) less the budgeted expenses(costs) for given capacity & period it means they are under control or cots are controllable
