For many laws, more than one kind of justification is possible, so there can be more than one good answer for many of these. (note the only law that I need is the following) = Laws against driving under the influence of drugs or alcohol.

Drinking or consuming alcohol and driving a vehicle is a serious crime. The person whose BAC (blood alcohol content) is between .05 and .08 the risk of a fatal crash is seven times greater, but this is also a fact that small amount of alcohol is also harmful to the person who is driving as he may not be in his senses to act under emergency thus risking the lives of others or his own.

There are a large number of people who binge drink or those who are struggling with AUD that is alcohol used disorder are at higher risk of accident while driving, as they consume a large amount of alcohol during a short period, it put them under higher risk of its side effect.

The limit of BAC 0.08 has to be lower down as it is done in Utah where BAC is reduced to 0.05. The National Transportation Safety Board is urging to lower the BAC limit as drunk driving have already killed 10500 American people in the year 2015

Under the law those who are above 21 years of age, the BAC limit is between 0.08 to 0.05 is taken as DUI and those who are  commercial drivers it is 0.04, and under 21 years of age it is zero tolerance

Being caught under DUI have an impact on the life of a person is legalized in many stat he may lose his employment, serious financial setback and family and personal life embarrassment.

The person DUI has to pay penalty in the dollar as per the law of that state. The first-time offender after conviction are subjected to the jail term, community service, education and treatment, vehicle impoundment, and if required set to rehabilitation services, and educate them regarding the bad effect of alcohol, drugs, and smoking.

To stop using drug or alcohol requires an inner feeling from the individuals, people are aware of the bad effects of these narcotics, but they are using it as per social need, under the influence of their peer group family background, or other environmental factors like abuses, they take shelter in dugs instead of fighting the cause, it requires an individual to understand it on his own will, no punishment can bring down the number of users it is the inner will power and strength and determination by an individual that can bring down the number of drug users. Thus it will minimize the DUI.
