1.) Power frequency withstand test is done in industries to test the insulation and dielectric of cables and the equipment and ultimately is is the test to check how much maximum voltage the insulator can continuously withstand during over-voltage without getting damaged or breakdown.

The test is conducted by passing a high value of voltage for 60 seconds or 1 minute through the device. The value of test voltage is kept equal to rated voltage of the equipment in order to confirm the proper working of it.

2.) Power frequency withstand test in switchgears is done to test the withstanding (rated) voltage limit of the insulation used in switchgears. This test also checks the withstand capability of the contact resistance of the switchgears.

The one-minute test is conducted at rated voltage of the switchgear device as explained above in part 1.
