American Dream Designers & Constructors has been in the construction business for over 25 years. The company specializes in the design and construction of commercial offices and shopping complexes. It has a full-time staff of 75 employees in design department and 190 employees in construction department. The company also hires temporary workers during the high construction season working on hourly basis. The following is a description of the flow of information in the payroll system at American Dream Designers & Constructors.

In each department of the company, employees fill out and hand in weekly time sheets providing information about the number of hours worked. This information is validated against the personnel file to check the number of regular and overtime hours that an employee is allowed to work. If there is any questionable issue, the time sheet is sent back to the employee with a note asking for clarification while valid time sheets are kept in a log for further processing.

Every two weeks, time sheets are retrieved from the log file to generate a work summary to be sent to the payroll clerk. The summary may include a bonus for an employee during the period if there is any. The payroll clerk uses details of the work summary to update the payroll file. Then paychecks are issued, payment entries are made to the general ledger, and reports to external agencies (such as banks, insurance companies, government…) are prepared. Paychecks are sent to employees and reports are mailed to the external agencies. Copies of reports are kept in payroll department for future reference.

Once in a while, the external agencies inform the payroll department their new regulations such as changes in the tax rates, payroll deduction, insurance premium etc... This information is used to update the payroll file accordingly.
