refer below for zener characteristics, zener diode can be used as voltage regulator only in reverse breakdown region since in breakdown region voltage across diode remains constant even if current varies.

zener diode in forward bias works as normal diode.

Minimum current in reverse biased is known as knee current.

maximum reverse current in zener diode tells that above this current zener diode will get damaged.

Usually zener diode used as shunt voltage regulator and its working is based on the fact that a change in supply voltage or a change in load current will cause a change in zener current but V_z and hence output voltage (as diode is connected in parallel) remains constant.

A voltage regulator provide both line and load regulation.

Line regulation: keeps V_o constant even if line voltage (V_s) or AC supply voltage changes.

Load regulation: keeps V_o constant even if load current changes.
