(acid)       (base)                   (conjugate base)         (conjugate acid)

NO2- = base

HNO2 = conjugate acid.

HNO2 Ka is > H2CO3 Ka. so HNO2 is stronger acid than H2CO3.

the equilibrium favored to left side. reactant side.
