CCl4 is the best solvent used in IR spectroscopy beacause it does show any absorption peaks more than 1000cm-1.The functional group region is around 1450cm-1 to 4000cm-1.so the ccl4 does not have peaks to show in the fingerprint region.

If water is taken as solvent in IR spectroscopy,O-H peaks may appear which coincides with the functional group peaks leads to wrong analysis.

CS2 is also a good solvent that is used in IR analysis
