M2=9%

V2=10 mL

V1=?

M1V1=M2V2

V1=M2V2/M1

=9\times10/15

= 6 mL

take 6 mL of 15% KOH to a graduated cylinder and add 4 ml of water, to make 10 mL of 9% KOH solution.
